Flight Risk Reduction Act

Redesignates existing subparagraphs (A) through (E) as clauses (i) through (v); adjusts the reference in clause (iv) (as redesignated) to read 'clauses (i) through (iii) of this subparagraph'; replaces certain text by inserting a subparagraph labeled (A) with the text 'in a case that involves; and'; and adds a new subparagraph (B) reading 'if such person is not a citizen or lawful permanent resident of the United States; or.'

Amends paragraph (2) to replace its references with 'subsection (f)(1)(A)'; and adds a new paragraph (4) that (A) establishes a presumption that no condition or combination of conditions will reasonably ensure appearance and community safety for persons who are not citizens or lawful permanent residents of the United States, rebuttable only by clear and convincing evidence, and (B) provides that ties to family or employment in the United States shall not be grounds to rebut that presumption.
