Requires the Surgeon General, with HHS, to complete a nationwide study within two years on how mobile devices are used in elementary and secondary schools and their effects on learning, mental health, classroom instruction, and school climate. Establishes a Department of Education pilot grant program, in partnership with HHS, to fund secure storage (lockers/containers) that keep mobile devices out of the school environment, with application rules, limited exemptions, parental notification, a 2% administrative cap, and $5 million authorized for fiscal years 2025–2029.
