Prohibits the Federal Reserve from carrying out any single capital expenditure greater than $100,000,000 if, within 60 calendar days after Congress receives a request for that expenditure, Congress passes a joint resolution disapproving it under expedited procedures. The measure requires that the joint resolution meet defined timing and content rules, creates fast-track consideration deadlines in both chambers, and specifies how presentation to the President and a presidential veto affect the 60-day review period.
