This bill makes the State Department send Congress a short, yearly report listing its most important needs that were not funded in the President’s budget. The report is due within 10 days after the President submits the budget. It must explain each need, what it would accomplish, how much extra money is required, and where it fits in the budget. The list must also be ranked by urgency. The bill defines an “unfunded priority” as something the State Department needs to meet foreign policy or national security goals (including certain information goals in the Joint Strategic Plan) that wasn’t funded in the President’s budget.
