Adds a new chapter 131 to title 5 of the United States Code establishing provisions regarding covered financial instruments of Members of Congress and their spouses and dependent children.

Modifies subsection (f) of 5 U.S.C. 13103 by striking material in paragraphs (9), (10), (11), and (12).

Alters the definition text in 2 U.S.C. 1602(4)(D) by replacing the phrase referencing a 'legislative branch employee serving in a position described under section 13101(13) of title 5' with 'officer or employee of Congress (as defined in section 13101 of title 5)'.
