Creates a federal grant program to expand home-based telemental health services for people who live in rural areas and for those working in farming, fishing, and forestry. Grants may fund delivery of home-based telemental care, evaluation of quality and impact, and necessary infrastructure like broadband access and devices, with required reporting by the Secretary.

Authorizes up to $10 million per year for fiscal years 2025–2029 to carry out the program and directs the Department to report on program impact and quality on a schedule set in the law.
