Changes the Work Opportunity Tax Credit to increase the percentage of first-year wages that employers can claim when they hire certain groups. It raises the credit to 50% of first-year qualified wages for a “qualified veteran” and to 40% for other eligible hires, updates the numeric wage caps and the percentages used when minimum employment periods are not met, and applies to individuals who begin work after the law takes effect.
