Recognizes and expresses support for the 25-year State Partnership Program between the Guam National Guard and the Armed Forces of the Philippines, praising joint training, disaster response, infrastructure rebuilding, and activities that strengthen regional security and deterrence in the Indo‑Pacific. It thanks the Philippines for its cooperation, highlights the Mutual Defense Treaty relationship, and endorses expanding State Partnership Programs with other U.S. States and Territories.
The resolution is a nonbinding statement of congressional appreciation and encouragement: it affirms the value of the partnership for military readiness and humanitarian assistance, and it signals U.S. support for deeper defense cooperation and broader State Partnership engagements in the region.
Referred to the Committee on Foreign Affairs, and in addition to the Committee on Armed Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
