SEC. 1. Short title
This Act may be cited as the or the "International Bridge and Port of Entry Modernization Act of 2025" or "IBEM Act of 2025".
SEC. 2. Permitting for international bridges and land ports of entry
Section 6 of the International Bridge Act of 1972 (33 U.S.C. 535d) is amended— (1) in subsection (a)— (A) in paragraph (1)— (i) in the matter preceding subparagraph (A), by striking ; and (ii) by striking subparagraphs (A), (B), and (C), and inserting the following: (B) in paragraph (2)(A)(ii), by inserting after ;
(2) in subsection (b), by inserting after ;
(3) in subsection (c)(2)— (A) by inserting before ; and (B) by inserting after ;
(4) in subsection (e)— (A) by redesignating paragraphs (1) and (2) as subparagraphs (A) and (B), respectively, and indenting appropriately; (B) in the matter preceding subparagraph (A) (as so redesignated), by striking and inserting the following:
(1) Notwithstanding; and (C) by adding at the end the following: (2) The Secretary shall not compile or take into consideration any environmental document pursuant to (Public Law 91–190; 42 U.S.C. 4321 et seq.) with respect to a Presidential permit for an application under subsection (b).; and
(5) in subsection (f), by inserting after each place it appears.
