Improving Access to Advance Care Planning Act

Creates a new Medicare benefit for advance care planning services, authorizes Medicare payment for those services (including by telehealth), and updates Medicare payment and coverage rules to support delivery and billing. Requires HHS to run a one-time education/outreach program to alert Medicare providers that CPT/HCPCS codes 99497 and 99498 (or successors) are covered, to report to Congress about the outreach, and directs the Medicare Payment Advisory Commission to study how these services are provided and billed and to submit recommendations by June 30, 2027.
