Creates a federal private right of action for people who were minors when they received gender‑transition procedures and later suffer bodily or mental harm, allowing them to sue clinics, practitioners, hospitals, and affiliated colleges for compensatory and punitive damages plus attorney fees; lawsuits must be brought within 30 years after the plaintiff turns 18. Prohibits the use of Federal funds for pediatric gender clinics, for colleges or hospitals that host or are affiliated with such clinics, and for any gender‑transition procedure performed on a minor. The law takes effect on enactment and applies to procedures performed before, on, or after that date, and includes a severability clause to keep remaining provisions in force if part is invalidated.
