The bill trades substantial U.S. funding, sanctions, and political conditionality intended to strengthen Lebanese security and deliver humanitarian and reconstruction aid against risks of higher taxpayer costs, economic harm or delays for Lebanese civilians, diversion or escalation of assistance, and diplomatic or compliance burdens.
Lebanese security forces (LAF and ISF) would receive sustained funding, equipment, and training, improving their ability to provide public order and counter armed groups.
Conflict-affected Lebanese civilians (including IDPs and residents south of the Litani) would receive continued and coordinated humanitarian assistance (food, medicine, WASH, demining) and emergency relief.
U.S. sanctions and visa measures would block assets and financial flows of persons materially supporting Iran-backed armed groups, restricting their access to U.S. services and travel and aiming to degrade funding for those groups.
U.S. taxpayers would fund substantial multi‑year security and reconstruction assistance (hundreds of millions over multiple years), increasing federal outlays without guaranteed long‑term success.
Sanctions, visa restrictions, and related compliance could unintentionally harm Lebanese economic stability, employment, and civilian livelihoods or delay urgently needed aid if applied broadly or rigidly.
Aid, equipment, or funds risk being diverted or misused by Hezbollah or other non‑state actors (or used in internal Lebanese conflicts), creating security, escalation, and reputational risks for U.S. programs.

Provides targeted diplomatic, humanitarian, reconstruction, and security assistance to strengthen the Lebanese state, sustain the Lebanese Armed Forces and Internal Security Forces, support safe voluntary returns of Syrian refugees, and requires oversight steps to prevent diversion of aid to non-state armed groups.
