This bill would make the federal government use artificial intelligence each year to scan the Code of Federal Regulations and flag rules that are outdated or repeat other rules. The Office of Management and Budget, working with the National Institute of Standards and Technology, must set up this process within 90 days and keep it going every year, using AI systems that meet strict standards for accuracy, transparency, accountability, and national security risk.
When the AI flags a rule, the agency in charge has 30 days to decide if it’s truly outdated or redundant. If it is, the agency then has 30 more days to either fix it or remove it. Agencies must post their decisions and a short explanation on their website, and they can also send a classified add-on to Congress if needed. The bill also speeds up the normal rule-change process for these specific fixes and removals.
