Names Runway 5L/23R at Marine Corps Air Station Cherry Point, North Carolina, the “Lieutenant General Carey Runway” and requires that any reference to that runway in U.S. laws, regulations, maps, documents, or records be understood to mean the new name. It also records findings summarizing Lieutenant General Richard E. Carey’s birth, military service, key assignments, awards, education, and retirement.
This is an honorary, non‑budgetary designation that changes official references and signage but does not create new programs or spending authorizations beyond routine implementation tasks (e.g., updating maps and signs).
