This proposal sets strict travel rules for some foreign officials when they come to New York City for official United Nations meetings. It tells the State Department to limit where they can go and, in some cases, how long their visas are valid. Officials from Iran, and any official the Secretary of State certifies as having an official tie to a Foreign Terrorist Organization (including a political wing), would be limited to the most direct routes between JFK, Newark, or Teterboro airports; the UN Headquarters; their hotel; and their UN mission. For these officials, visas could be valid only from one day before to one day after a UN General Assembly meeting. Officials from any UN organization that the United States is not a member of must stay within 25 miles of the UN and cannot visit any colleges within that area. These rules do not apply to U.S. citizens or green card holders, and different routes may be used if the closest route is blocked or there is a security concern.
