Amends subsection (a) by replacing the existing personal-slaughter exemption language to refer to owners (including part-owners), and by adding a condition requiring an owner who designates an agent to assist with slaughter, preparation, or transportation to maintain custody and specific identification of carcasses, parts, or meat and meat food products as determined by the Secretary.
