Amends federal law governing selection of intercity passenger rail corridors by adding a rule that the Secretary may not consider committed or anticipated non‑Federal funding (for operating or capital costs) when choosing corridors on long‑distance routes. It also adjusts related wording and numbering to reflect the new exception. The change narrows the factors the Secretary may use in corridor selection by excluding state, local, or private funding commitments from consideration for long‑distance corridors.
