This bill says that any World Health Organization (WHO) pandemic agreement must be treated like a treaty. That means the United States could only join or follow it after a two‑thirds vote in the Senate. It is aimed at agreements on pandemic prevention, preparedness, and response made by the World Health Assembly’s negotiating body. The bill also says it is U.S. policy to support Taiwan’s full participation in the WHO.
Lawmakers cite public distrust of the WHO and say broad, far‑reaching health agreements should go to the Senate for approval before the U.S. signs on or implements them.
