Directs the Department of Defense, working with the State Department and with Mexico’s agreement, to create and start a pilot joint-training program to help counter transnational criminal organizations. The Secretary of Defense must submit a plan within 180 days covering specified training topics (including rotary‑wing operations and counter‑criminal‑network activities) and begin implementing the pilot within 15 days after the plan is submitted.
