Provides temporary FY2026 funding authority for the United States Capitol Police so members can be paid and supported during any period when interim or full-year appropriations for FY2026 are not in effect. It allows payment of salaries, benefits, supporting civilian staff, and contractors who provide services to Capitol Police, and requires accounting to the correct appropriation once a full appropriations law is enacted. The authority lasts only until the first of three events: a law funds the Capitol Police through Sept. 30, 2026 for the same purposes, a law funds the legislative branch through Sept. 30, 2026 but not those same purposes, or Sept. 30, 2026. The Act is effective retroactively to Oct. 1, 2025 and requires that pay for the period from Oct. 1, 2025 through the day before enactment be paid as soon as practicable after enactment.
Appropriate such sums as are necessary for fiscal year 2026 to pay salaries (including overtime and hazardous duty pay), Government contributions for health, retirement, social security, professional liability insurance, tuition reimbursement, recruitment and retention bonuses, and other applicable employee benefits for members of the Capitol Police whom the Chief of the Capitol Police determines are excepted employees or employees performing emergency work.
Appropriate such sums as are necessary for fiscal year 2026 to pay the same salaries and employee benefits to civilian employees of the Capitol Police whom the Chief determines are providing support to the excepted or emergency members described above.
Appropriate such sums as are necessary for fiscal year 2026 to pay contractors of the Capitol Police whom the Chief determines are providing support to the excepted or emergency members described above.
Prohibits obligating or expending amounts made available under the prior requirements for the Capitol Police during any period when continuing appropriations for those same purposes are in effect for the Capitol Police.
Requires that expenditures made under the temporary funding be charged to the applicable appropriation, fund, or authorization whenever an Act that includes that applicable appropriation, fund, or authorization is enacted into law.
Primary direct effects: United States Capitol Police members will retain authority for pay and benefits during any funding gap in FY2026, ensuring continuity of compensation for emergency or excepted work. Civilian employees who directly support Capitol Police operations and contractors providing support services will also be eligible for payment during the funding gap. The legislative branch's security operations are thereby insulated against temporary lapses in appropriations, minimizing disruption to Capitol security functions. Agencies and Treasury/appropriations managers must track temporary outlays and reassign expenditures to the correct appropriation once a full-year appropriations law is enacted, which requires accounting and potential budgetary reconciliation. The measure is narrowly targeted (Capitol Police and immediate support personnel/contractors) and temporary, so broader federal programs and states/localities are not materially affected.
