Designates a short title for the Act and makes two minor edits to a federal statute: it removes quotation marks around the phrase referring to the White House or its grounds and deletes an extra comma before a conjunction. The changes are purely punctuation and formatting fixes; they do not create new programs, change funding, add deadlines, or alter substantive legal requirements. The short title provision takes effect upon enactment.
