Changes the federal rule on physician self-referrals and physician-owned hospitals by creating a new legal category called a “covered rural hospital,” exempting that category from certain existing criteria, and removing the statutory ban on expansion of existing physician-owned hospitals as of enactment. The change narrows some ownership restrictions for specified rural hospitals and allows physician-owned hospitals that already exist to expand their facilities or services going forward.
