This bill would let certain foreign airlines from Japan, the Philippines, and South Korea make stopovers in Guam or the Northern Mariana Islands during trips between the United States and another country. These airlines could pick up or drop off passengers and cargo there without it counting as a break in the international trip. The goal is to boost competition and help lower high flight costs faced by island residents and visitors. Local airports in Guam and the Northern Mariana Islands rely a lot on foreign carriers today, and prices have been very high due to limited competition.
