Allows certain foreign airlines to stop in Guam or the Northern Mariana Islands during flights between the United States and another country without it counting as a break in the international trip. These carriers may pick up or drop off passengers or cargo at those stops.
The aim is to increase flight options and reduce prices for island residents and travelers by making it easier for allied foreign carriers to serve Guam and the Northern Mariana Islands. It makes a narrow change to aviation law and does not spend money or change taxes.
