Do No Harm in Medicaid Act
The bill reduces federal Medicaid financial support for most gender-affirming care for minors—saving federal funds and clarifying billing rules for providers—while substantially restricting access to those services for low-income transgender youth and creating possible legal complications for non-binary/intersex patients.
To amend the Higher Education Act of 1965 to prohibit institutions of higher education from requiring ideological oaths or similar statements, and for other purposes.
The bill stops federally funded institutions from compelling or privileging race-based ideological statements in admissions, hiring, and employment, protecting individual viewpoint rights while imposing compliance costs on institutions and risking a chilling effect on some DEI practices.
District of Columbia Firearm Freedom Act
No Vigilante Checkpoints and Civil Rights Protection Act of 2026
The bill strengthens individual protections and accountability against private impersonation, unlawful stops, and surveillance while expanding federal criminal and civil enforcement—but it also raises litigation and compliance risks for organizations, may chill community safety actions, could interfere with some lawful data uses, and may increase costs to taxpayers and government entities.
Stop Gender Trafficking of Minors Act
The bill seeks to protect minors from certain gender‑transition procedures through federal authority and enforcement, but it does so by restricting access, creating criminal penalties and civil liability, and raising provider, state‑federal, privacy, and budgetary risks for families and communities.
PROTECT the Grid Act
The bill strengthens federal tools to secure the electric grid and limit high‑risk foreign ICTS—improving national and consumer security—while imposing compliance, procurement, and possible product‑availability costs that could raise prices and complicate implementation.
Recycling Technology Innovation Act
The bill seeks to clarify and target regulation of polymer conversion outputs—providing faster petition paths and clearer definitions to reduce uncertainty and better protect air quality—while raising the risk of higher compliance costs, transitional impacts, and interim uncertainty for facility owners and nearby communities.
ATF Accountability Act of 2025
The bill increases predictability and legal protections for licensed firearms businesses by imposing tight ATF deadlines and clearer appeal rights, at the expense of added administrative strain, potential agency inflexibility, and higher litigation or enforcement costs.
Medicaid Third Party Liability Act
The bill strengthens Medicaid third‑party recovery and documentation to reduce improper spending and speed reimbursements, but it raises risks of added paperwork, provider administrative burdens, potential beneficiary harms from private enforcement, and substantial financial/coverage consequences for states that fail to comply.
Primacy Certainty Act of 2025
The bill speeds transfer of Class VI permitting authority and reduces duplication by enabling quicker state assumption and record transfers, but does so by limiting EPA's role and timelines — trading faster, more local control for higher risk of inconsistent oversight, potential environmental and public-health impacts, and additional state costs.
