Makes Executive Order 14249, titled “relating to protecting America’s bank account against fraud, waste, and abuse,” legally binding federal law. By codifying the order, all of its directives and standards must be followed as statute, not just as executive policy.
This change strengthens enforcement, makes future changes harder without new legislation, and requires federal agencies—and, where the order applies, contractors and recipients of federal funds—to meet the order’s anti‑fraud requirements. It does not provide new funding or change taxes.
