Removes the legal effect of the Bureau of Land Management’s April 25, 2022 Record of Decision for the National Petroleum Reserve in Alaska Integrated Activity Plan by declaring that the ROD has no force or effect. The text relies on a Government Accountability Office determination that the ROD is a rule under the Congressional Review Act and therefore subject to disapproval.
If enacted, the measure would wipe that specific BLM decision off the books, creating immediate regulatory change for land-use planning, federal permitting, and any activities that relied on the ROD as the governing management framework for the Reserve.
