Disapproves and nullifies the Department of Energy’s final energy conservation rule for commercial water heating equipment, removing that rule’s legal effect. If enacted, the rule would no longer apply and the Department could be limited in reissuing a substantially similar standard without new statutory authority.
The immediate practical effect is to free manufacturers, building owners/operators, and installers from complying with the October 6, 2023 DOE rule (Energy Conservation Standards for Commercial Water Heating Equipment), while also pausing the projected energy savings and emissions reductions the DOE estimated from the standard.
