Disapproves and voids a Federal Highway Administration (FHWA) rule published Sept. 19, 2025, that would have rescinded regulations related to management systems for the Fish and Wildlife Service and the Refuge Roads Program. By declaring that rule to have no force or effect, the prior management-system regulations remain in place.

The action restores the status quo regulatory framework for Fish and Wildlife Service management systems and the Refuge Roads Program, preserving existing requirements, reporting, and oversight that the rescission would have removed.
