This measure sets the terms for House debate and votes on two things: an energy and water funding bill for fiscal year 2026, and three resolutions that would overturn specific Bureau of Land Management (BLM) land-use decisions for the Miles City area, North Dakota, and the Central Yukon in Alaska. It does not itself set spending levels or change land rules, but it opens the door for the House to consider and vote on those items. If the House later passes the funding bill, it would shape federal spending on energy and water projects for 2026. If the House passes any of the disapproval resolutions and they become law, the listed BLM land-use plans could be blocked. The resolution was taken up in early September 2025 .
