This legislation creates a federal task force to speed up solutions to Puerto Rico’s power generation problems. It would sit in the Executive Office of the President and bring together the Department of Energy, FEMA, the Army Corps of Engineers, and Puerto Rico’s energy leaders, including representatives for the Puerto Rico Energy Bureau, LUMA Energy, and Genera PR. The group would also work with related teams as needed, like the Puerto Rico Grid Recovery and Modernization Team, to coordinate efforts and cut delays.
The task force must meet at least once every 30 days. Members choose a head, who makes sure meetings can be held in flexible ways (including virtual or hybrid) so work does not stall. Within 90 days of the law taking effect—and then every 180 days—the task force must report to Congress and the President on the problems found, the solutions recommended, timelines for action, and who is responsible for carrying them out.
