Creates a task force in the Executive Office of the President to improve coordination and efficiency between federal agencies and Puerto Rico energy entities. The task force must include specified agency and Puerto Rico energy representatives, meet regularly, and deliver recurring reports to the President and Congress that identify problems, make recommendations, assign responsible parties, and set timelines for action.
