This bill pushes the U.S. to work with Australia, India, and Japan (the “Quad”) to set up a new Economic Security Working Group. The goal is to make key supply chains stronger, protect important infrastructure like ports and undersea cables, and respond together if a crisis or pressure from another country disrupts trade. The group would also run practice drills to prepare for shocks and act as a joint emergency team when needed . The U.S. would be represented by a senior State Department official, and the effort would include outreach to other countries in the region to help them build up their economic security too .
If talks to create the group begin, the State and Commerce Departments must quickly tell Congress which supply chains are most critical and which Indo-Pacific partners they plan to work with. They must also send yearly updates starting one year after talks begin and continue until the talks are over. No new money is authorized; agencies must use existing funds .
