Directs the Secretary of Defense to begin working with Australia, India, and Japan (the Quad) on space-related cooperation and regional security in the Indo‑Pacific. The Secretary must start Quad discussions within 180 days to identify common space interests and must report to the Senate and House Armed Services Committees within 270 days describing those interests and recommended next steps.
Congress states it is the sense of Congress that, as a Pacific power, the United States should strengthen cooperation with Australia, India, and Japan to address regional challenges and promote a free and open Indo‑Pacific region.
Congress states it is the sense of Congress that the United States should expand cooperation through the Quad with Australia, India, and Japan to address shared security challenges, particularly in space.
Congress states it is the sense of Congress that the revival of the Quad by President Donald J. Trump and the elevation of the Quad to the leaders’ level by President Joseph R. Biden were critical steps in advancing shared interests in the Indo‑Pacific region.
Not later than 180 days after enactment of this Act, the Secretary of Defense must seek to initiate discussions, through the Quad, with Australia, India, and Japan to identify areas of mutual interest in space.
Areas of mutual interest to be identified in those discussions include the formulation of best practices in space.
Primary effects fall on the Department of Defense, U.S. congressional oversight committees, Quad partner governments, and the broader defense/space policy community. The Department of Defense will need to allocate staff time and interagency coordination resources to convene Quad discussions, gather inputs, and produce the required report within the set timeline. Quad partners (Australia, India, Japan) will be engaged formally on identifying mutual space interests, which could lead to greater alignment on space situational awareness, information-sharing, norms, joint exercises, or cooperative projects. Congress (Armed Services Committees) gains near-term situational awareness and options for potential legislative or budgetary follow-up. The defense industrial base, space companies, and scientific organizations could see downstream effects if the discussions identify cooperative projects or procurement priorities, but the legislation itself does not authorize procurement or funding. Regional security stakeholders in the Indo‑Pacific may experience increased diplomatic and security coordination as a result of any follow-on initiatives.
