Recognizes and affirms the yellow flag with three horizontal red stripes (the former flag of the Republic of Vietnam, 1949–1975) as the symbol of the Vietnamese community that fought alongside the United States against communism and as the emblem of the Vietnamese‑American refugee community in the United States. It records findings about the flag’s meaning to Vietnamese Americans and the large Vietnamese‑American population in the U.S., but does not create new programs, funding, or legal rights.
