Prohibits the Secretary of Commerce from issuing any interim or final rule or Secretarial Amendment that creates area or bottom closures for species managed under the South Atlantic snapper‑grouper plan until the South Atlantic Great Red Snapper Count study is completed and its data are included in the next South Atlantic red snapper SEDAR stock assessment after enactment. Directs NOAA’s National Marine Fisheries Service to incorporate the Great Red Snapper Count survey data into stock assessments as quickly as possible.
