Directs every executive branch agency to quickly identify and report redundant positions to Congress, cap hiring to one new employee for every four who leave, and shrink staff levels to 80% or less of their size on the day the law takes effect. Agency heads must also decide which offices or functions to eliminate or merge and create a plan to do so through reorganization or reduction in force. Positions and components deemed critical to national security, public safety, law enforcement, or immigration enforcement are exempt. The review is due within 30 days of enactment, and the hiring cap stays in place until each agency meets the 20% workforce reduction target.
