This bill aims to shrink the federal workforce and reorganize agencies. Within 30 days of becoming law, every executive branch agency must review all jobs and report which ones are redundant or unnecessary. Agencies can only hire 1 new employee for every 4 who leave. This hiring cap stays in place until each agency is down to 80% of the staff it had when the law took effect. Agencies must also make plans to cut or merge parts of their organizations. Jobs or units critical to national security, public safety, law enforcement, or immigration enforcement are exempt, as decided by each agency head .
