Repeals two specific sections of Public Law 119–21 and restores the prior application of the Social Security Act: it removes the changes made to Title XIX (Medicaid) and Title XI so those titles apply as if the repealed sections had never been enacted. The bill also rescinds the amounts that had been appropriated under the repealed Medicaid-related provision.
The result is a legal rollback of those targeted changes and the related appropriations, which will require federal agencies and state Medicaid programs to revert any regulatory, eligibility, or payment changes tied to the repealed provisions and adjust budgets to reflect the rescinded funds.
