Requires the Secretary of Defense to certify in writing that Department of Defense command-and-control leadership boards have been updated to reflect the current senior leadership. The first certification report must be delivered by January 31, 2026; after that, reports are required within 120 days following a new President’s inauguration or the confirmation of a new Secretary of Defense, and must be sent to the President and the congressional defense committees.
