Requires the Department of Homeland Security to ensure people held in civil immigration custody have basic free and private communication access so they can contact family and legal representatives. It sets definitions for communication and custody, requires short arrival calls, monthly free minutes, and unlimited free contact with counsel and specified officials, allows facilities to set reasonable time/place/manner rules, protects confidentiality of privileged communications except under a court‑issued warrant, and preserves existing settlement agreements.
Also expresses the sense of Congress that some funds previously provided to DHS should be set aside to restore a pandemic-era free-phone program that ended in 2024, and it defines key terms used by the law.
