Allows people who are otherwise eligible for Medicare Part A to decline (opt out of) Part A coverage by making an election in the form and manner specified by the Secretary of Health and Human Services. People who opt out can later re‑elect Part A without penalty, do not have to forfeit Title II benefits to opt out, and are not required to repay any Part A payments they received before opting out.
