Requires that any entity conducting operations under 49 U.S.C. §31134 or chapter 139 hold an active USDOT Number and makes USDOT numbers immediately inactivatable if the holder lacks required registrations or fails periodic updates. Directs the Secretary to issue an active USDOT Number only after confirming the applicant meets all registration requirements. The change tightens federal registration enforcement for carriers and other regulated operators by linking the ability to operate to an active USDOT Number and giving the Department of Transportation a clear duty to inactivate numbers when registrations lapse or required information is not maintained.
