This bill would limit who can get a commercial driver’s license (CDL). States could give CDLs only to U.S. citizens, lawful permanent residents, or people who have work authorization from U.S. Citizenship and Immigration Services for jobs that include driving a commercial motor vehicle. It also requires states to report how they are enforcing the rule that commercial drivers must be able to speak and read English, as already described in federal regulations .
States would need to send the first report within 180 days after the law takes effect, and then every year by December 31, describing their policies and actions on English-language checks for commercial drivers .
