Requires federal law to limit issuance of commercial driver’s licenses (CDLs) to U.S. citizens, lawful permanent residents, or noncitizens who are authorized by U.S. Citizenship and Immigration Services to work in U.S. jobs that include driving commercial vehicles. Also directs every State to report to the U.S. Secretary of Transportation on how it enforces the English-language proficiency standard for commercial drivers, first within 180 days and then annually by December 31.
