Requires the Secretary of Transportation to compare year-to-year changes in two highway safety funding streams (called section 402 and section 405) before distributing annual funds. If both funds grow and certain conditions apply, the Secretary must shift money between the two programs so that the percentage increase in 402 funding equals four times the percentage increase in 405 funding; the rule does not apply in identified situations and takes effect October 1, 2026.
