Prohibits the Secretary of Transportation from imposing new performance measures, regulatory requirements, or program requirements on specified highway safety grant programs after the law takes effect. It also requires the Secretary to relax or eliminate any existing requirement for those grant programs that lacks explicit authorization from an Act of Congress.
