This measure directs the State Department to create a plan to help restore safety and stability in Haiti, led by Haitians themselves. Within 90 days of becoming law, the Department must submit a comprehensive strategy to counter gang violence, support Haitian police and security forces, and coordinate with international partners like the United Nations and regional allies. The plan must also work to cut off illegal guns and funding to gangs, help former gang members reenter society, keep aid groups operating safely, and expand economic opportunity through existing trade programs, while checking how sanctions affect aid and investment. The bill emphasizes that any lasting solution should be guided and supported by the Haitian people and civil society.
The State Department must consult Haitian civil society and leaders, U.S. development and trade agencies, and U.S. businesses that operate in Haiti. It must report on progress 120 days after the strategy is submitted and then every year for five years, including clear measures of success and coordination on sanctions and aid.
