Requires SBIR and STTR public-facing websites and the SBIR/STTR program database to disclose information about research institutions that are subcontracted under awards. The new public data fields must include each subcontracted institution's name, location, institutional type, and — for colleges/universities — whether they are a listed minority‑serving or other designated institution, and the database must be updated within one year of enactment.
Amend Section 9(g)(8) of the Small Business Act to add a new subparagraph (D) requiring that, for each research institution subcontracted by a recipient of a Phase I, Phase II, or Phase III SBIR award to perform research or R&D, the website/database must list: (i) the name and location of the research institution; (ii) whether the research institution is (I) an institution of higher education (as defined in HEA sec. 101), (II) a nonprofit institution (as defined in Stevenson-Wydler sec. 4) other than an institution of higher education, or (III) a federally funded research and development center (as identified by the NSF in accordance with the FAR); and (iii) for each research institution that is an institution of higher education, whether it is a part B institution, Hispanic-serving institution, Tribal College or University, Alaska Native-serving or Native Hawaiian-serving institution, Predominantly Black Institution, Asian American and Native American Pacific Islander‑serving institution, or Native American‑serving nontribal institution.
Amend Section 9(o)(9) of the Small Business Act to add a new subparagraph (D) requiring that, for each research institution subcontracted by a recipient of a Phase I or Phase II STTR award to perform research or R&D, the website/database must list the same items required for SBIR subcontracted research institutions: name and location; classification as institution of higher education, nonprofit (other than institution of higher education), or FFRDC; and, for institutions of higher education, which designated institution category (part B, Hispanic-serving, Tribal, Alaska Native/Native Hawaiian-serving, Predominantly Black, AANAPISI, or Native American‑serving nontribal).
Amend Section 9(k) of the Small Business Act to change wording throughout so the database references cover "Phase I, Phase II, or Phase III SBIR or STTR" awards instead of more limited phase language.
In Section 9(k)(1)(B) add clause (iv) requiring that the database include information about any research institution subcontracted by the small business concern to perform research or R&D for the award, including the name and location and whether the research institution is an institution of higher education, a nonprofit institution (other than an institution of higher education), or a federally funded research and development center; and for each research institution that is an institution of higher education, whether it is described in the specified paragraphs of section 371(a) of the Higher Education Act.
In Section 9(k)(2) replace references to "Phase I or Phase II" with "Phase I, Phase II, or Phase III" and add a new subparagraph (H) requiring the database to contain, for each research institution subcontracted by a recipient of a Phase I, Phase II, or Phase III STTR or SBIR award, the name and location, classification (institution of higher education, nonprofit other than institution of higher education, or FFRDC), and for institutions of higher education whether they are described in paragraphs (1) through (7) of section 371(a) of the Higher Education Act.
