This bill expands the Sloan Canyon National Conservation Area in southern Nevada and sets rules for a new water pipeline. It increases the protected area from about 48,000 acres to about 58,000 acres, updating the official map and keeping the land managed as before, except for the changes described here . It also protects existing utility corridors, allowing current power lines and similar facilities to keep operating and be maintained or replaced as needed .
The bill directs the Interior Department to grant the Southern Nevada Water Authority a right-of-way for the Horizon water pipeline and related facilities within one year of the law taking effect, without rent or other charges. This includes access roads, power lines outside the conservation area, and work needed to study, build, and run the pipeline. The water authority can remove and use or dispose of materials dug out during tunneling, with a required agreement on where disposal can happen within 30 days of the right-of-way being granted. The pipeline cannot go through wilderness, and construction must avoid permanent harm to the conservation area's surface resources. The agency may set reasonable conditions to protect the land .
