Makes a small change to the boundaries and official map/acreage of the Sloan Canyon National Conservation Area and directs the Interior Department (through the BLM) to grant specific rights-of-way to the Southern Nevada Water Authority for a water pipeline. It preserves existing utility corridor rights and leaves overall BLM management of the Conservation Area unchanged except for the new rights-of-way and related construction/disposal rules.
