This bill creates a new advisory committee to help the U.S. government support safe, growing business activity in space. The Secretary of Commerce, through the Office of Space Commerce, must set it up within 180 days. The 15 members will come from fields like engineering, science, finance, policy, and law, with strong experience in the commercial space industry. Most members cannot be current federal employees. Members serve 4-year terms, and the committee ends 10 years after it is created .
The committee’s job is to advise on private (nongovernment) space activities; recommend ways to promote a strong, innovative space sector; identify key challenges like export controls, international rules, radio spectrum access, and harmful interference; and review best practices to avoid contaminating the Moon or other celestial bodies and to prevent harm to Earth’s environment from extraterrestrial matter. It provides information and recommendations to the Secretary and to Congress to help guide policy and industry growth .
