Official title: To direct the Secretary of Housing and Urban Development to establish a grant program to award grants to units of general local government to establish or expand eviction diversion programs, and for other purposes.

Creates a HUD pilot grant program that funds local governments to start or expand pre-filing eviction diversion programs and related supports. It authorizes $300 million per year for fiscal years 2026–2030, requires reporting and HUD oversight, and sunsets the program on December 31, 2030. The program requires landlord notice and a 30-day good-faith diversion period before filing, funds dispute resolution and tenant assistance options, and provides for free legal counsel in defined cases for low-income tenants; HUD must provide technical assistance and the HUD Inspector General must perform implementation assessments.
