Prohibits nationals of the People’s Republic of China from being issued or obtaining F (academic student), J (exchange visitor), or M (vocational student) nonimmigrant visas or status when the purpose is to conduct research or pursue a course of study in the United States. The change adds a new rule to the Immigration and Nationality Act that requires consular officers and U.S. immigration authorities to deny or refuse to grant these categories of nonimmigrant status to PRC nationals for research or study purposes.
