Prohibits the United States from providing funds to the United Nations for assistance in Afghanistan unless the Secretary of State certifies that no U.S. funds are being used for cash shipments into Afghanistan and that such shipments are not sending money to terrorist organizations. If the Secretary later determines the certification was incorrect, the Secretary must revoke it and notify the specified congressional committees with an explanation. The provision also defines which congressional committees are “appropriate” for notification and clarifies the terms used for terrorist organizations.
